What about utility bills, drivers license, and any other proof that a person actually lives at that address?

: I think the biggest issue is proof of tenancy and existence of lease. Tenant advocate websites are many in CA now. Their mission is to explain tenant rights. However, I can assure you that the requirements of what will appear to be a valid, written lease/agreement will be very easy for any tenant to provide. Any piece of paper that is signed and has reasonable rent will have to stand. The previous owner will be nowhere to be found and the REO lender or trustee's sale buyer will not have an easy way to prove the lease invalid. I say this is huge. Just like so many of us investors were able to learn about creative real estate ideas online, tenants are now empowered to take information regarding their rights and get "creative" as well.

: From my experience with tenants, I'd say we're in for an interesting ride.
