The real question is what does your mother really want. I suspect she does not intend to return to the area the house is in, but you and your sister are looking to protect an inheritance. You don't give any numbers but what is wrong with selling the house, getting her capital gains exclusion, and owning her new home free and clear, with left over money in the bank.
