Doesn't make sense to me. Are we missing something? Not enough info?

If there was a claim by the prior owner, the prior owner's insurance will either pay or deny the claim. They are obligated to pay as per the terms of any policy in force at the time of the loss. Whether the insured later sold or lost property thru F/C shouldn't change the facts as they existed at the time of the loss.
