foreclosure scam and trustee sale

I was reviewing an upcoming property for a trustee sale and i found that this particular property had deeded 25% of their interest to 5 different names. The homeowner has delayed the sale almost 11 months. I searched one of the names and found that Alameda county and Napa county had arrested 2 women with these same 5 business names for scamming many homeowners. They allegedly would collect money from the foreclosing homeowners promising to delay or stop the process. I'm in Marin county and I did not find any reference to any arrest in Marin county. Can I assume that the homeowners and authorities know they've been scammed? Should I continue my interest in the property?
