how to purchase a bank owned property?

: To Whom it May Concern;


We put in an offer on a house (twice).....eventhough our offer was accepted and our deposit was cashed...the property went into foreclosure. I also am not understanding that when I offered fair market value (knowing that some work had to be done on the house) why the bank is holding on to the property?
Ive tried to contact several diff wells fargo dept and even diff real estate agents ....but not getting a straight answer from anyone.
Is there anyone i can contact to purchase this one particular house before it gets relisted?
