NTS minimum bid vs REO repo amount

Ward, I subscribe to a reliable listing service. I have a question about the NTS minimum bid vs REO repo amount. The NTS minimum bid shows $391,156 as the mimimum bid at the auction. Calling the Trustee before the sale confirms this min bid price. Nobody bids at the NTS. When this home converts to an REO, the REO listing in this subscription service shows $230,000 (this is not the REO for-sale price. The home isn't even for sale yet).

Why the difference? Is this just the lender writing down the value for tax purposes? Or can I use this value as an estimate of the price the lender would take for the property?
