There is, in fact, caselaw in CA that indicates municipal liens for abating code violations can be "super priority" liens, under certain circumstances. Had this exact issue pop up for a foreclosing lender client a few months back, who ended up foreclosing into a real nightmare on an LA city quadplex (rent control, REAP, toxic mold, lead based paint, etc.). Can't remember the exact caselaw off-hand, unfortunately. But, I do remember that the devil is in the details. Depends on the facts.
