I assume LAHD means Los Angeles Housing Department, and that
the subject property is located in the city of LA proper.
Not trying to be contrarian, but I'd recommend talking with an
attorney about this, Justin.

You certainly won't have to pay the LAHD lien as a condition of
purchasing the property at the trustee's sale; but the lien or
obligation secured by the lien may not necessarily wiped out by
the foreclosure sale.

An LAHD lien generally means the subject property has or had some pretty
gnarly code violations, and that the city (after giving several
notices to the record owner) paid to abate the violations.

There are circumstances wherein a new owner via the foreclosure
sale can still get stuck with the LAHD's tab. No idea if they
apply to your situation or not.

And, you'll want to do your homework, too. You'll need to see what
the code violations are/were, where the property stands, and you'll
need to check with the LAHD to see if the property was/is in REAP -
even if the LAHD lien in question ends up actually being wiped out.
