Cash-out Refinance on Listed Property

Hi All,
I have a property that have been listed for about 4 months and I have no offers. Thought of making it a rental and doing a cash out refi, as it was bought at TS for cash. Does anyone know of a lender who will do a cash out refi on a property that was recently listed. I have owned it for over 6 months.
