Appealing Base Year Value for Property Tax

I just became aware that a property I purchased in 2008 was assessed by the County (Sacramento) at more than double any reasonably justified value at that time. Apparently Prop. 8 kicked in immediately after this "Base Year Value" was established reducing the annual tax amount, which somewhat accounts for why I haven't noticed until now. The reductions in the annual tax by way of Prop. 8 are essentially history now, pegging my annual tax amount (per Prop. 13) to the erroneous Base Year Value.

I was told in a conversation with the Tax Assessor on Friday that there is a 4 year statute of limitations on correcting Base Year Values.

Has anyone out there ever had success getting the Base Year Value corrected after 4 years?

Is it worth pursuing, or am I just stuck with this bungled value?
